This is the FONSI document for the FINAL EA/IS.
The U.S. Bureau of Reclamation (Reclamation) Trinity River Restoration Program (TRRP) and the U.S.
Bureau of Land Management (BLM) Redding Field Office have found that the Trinity River Channel
Rehabilitation Projects: Upper Conner Creek (UCC) site (River Mile [RM] 77.1 to 78.5) and Sawmill
Gravel Processing (Sawmill) site (RM 108.9 to 109.75) would have no significant impact on the human
environment.
The finding is supported by the analysis disclosed in the Environmental Assessment/Initial Study (EA/IS)
of the same title, which was completed in accordance with the National Environmental Policy Act of
1969 (NEPA), as amended, and the Council on Environmental Quality’s (CEQ) Regulations for
Implementing the Procedural Provisions of NEPA (40 CFR Parts et seq.). For the purposes of NEPA, the
EA portion is tiered to the Trinity River Mainstem Fishery Restoration Program Environmental Impact
Statement and incorporates by reference the Channel Rehabilitation and Sediment Management Activities
for Remaining Phase 1 and Phase 2 Sites, Part 1: Final Master Environmental Impact Report (EIR).
