Dave Hillemeier made a motion that the TMC send a response to the RD (Reclamation) requesting they begin looking for funding to implement a long-term solution to implement diurnal flow variability and in the interim, BOR fund initial concept designs for such a solution. Connor seconded the motion and offered a friendly amendment to add "long-term solution to implement diurnal flow variability." Hillemeier accepted the amendment. Orcutt offered a friendly amendment that the TMC request that Reclamation seek authority for the $5 million. Simon-Jackson added a friendly amendment to include "fund initial concept designs." Hillemeier and Connor accepted the amendment.

Connor made a motion to direct the TRRP to continue and/or initial studies to analyze the effects of synchronizing Lewiston Dam flows and tributary flows on TRRP goals, contingent on available funding, that assist in the development of potential environmental documents. Groves seconded. Hadley made a friendly amendment to add "assist in the development of environmental documents." Simon-Jackson offered a friendly amendment to move the phrase "contingent on available funding" to after the "TRRP goals." Everson made a friendly amendment to replace "flow events" with "flows." Terri Simon-Jackson made a motion to reconsider yesterday's motion to direct the TRRP to continue and/or initiate studies that analyze the effects of synchronizing Lewiston Dam flows and tributary flows on TRRP goals, contingent on available funding, that assist in the development of potential environmental documents to support adaptive management of the 2000 ROD flow releases. Groves seconded the motion. Everson made a friendly amendment to remove "to test flow hypotheses." Connor made a friendly amendment to say, "that could assist in the development of environmental documents to support adaptive management of ROD flow releases." Orcutt made a friendly amendment to add 2000 in front of ROD. Simon-Jackson and Groves accepted the amendments.

Simon-Jackson seconded the motion and made a friendly amendment to include, "(per approximate amounts listed on the 'Potential FY20 Surplus Funding Options' Handout)." Hadley accepted. Ly offered a friendly amendment to add "in the following priority order." Hillemeier made a competing motion that the TMC fund the projects in the TMC prioritized order listed on the Spreadsheet "Potential FY20 Surplus Options" as edited (per approximate amounts listed on the sheet). Groves seconded. Hadley made a friendly amendment (per approximate amounts listed on the sheet). The competing motion passed unanimously.
